Also with a WY connection, political scientist Joseph Foy went to high school in Cheyenne and to Carroll College in MT but came to the Midwest for his master’s and Ph.D. studies at the University of Notre Dame. He has been a teaching assistant in political science at Notre Dame and an assistant coach for speech and debate. He also taught public speaking at Laramie Community College in summer 1999. Interested in political representation, he most recently has been doing research on the demographic and economic effect of constituency profiles on the vote choices of members of the Congressional Black Caucus.

JOSEPH J. FOY (Ph.D. Expected May 2005)


Joseph Foy received a BA in both Political Science and International Relations from Carroll College in Helena, Montana in 1999.  In the spring of 2003, Foy received his MA from the University of Notre Dame.  His research interests include American politics (executive and state politics and policymaking), and Comparative Politics (democratic theory, democratization, and religious and ethnic conflict).  Foy is currently finishing his dissertation on executive powers and welfare policy outcomes in the American states under the advisement of Dr. Rodney Hero.  In 2002, Foy was awarded the Manatt Fellowship in Democracy Studies by the International Foundation for Electoral Systems in Washington, D.C.  Aside from presenting his research at a number of regional and national conferences, Foy has taught a number of courses in the field of political science.  In the summer of 1999, he taught a course in political communication and public speaking at Laramie County Community College.  For the 2004-2005 academic year, Foy was hired to teach several courses in political science (Introduction to Politics, American Government, and Comparative Politics), including a course via compressed video, for the University of Wisconsin Colleges system.
